‣ PHYSICAL POWER. In the world of One Piece, there are really no limitations to a person's potential. Any normal human who trains hard enough can attain the strength of a monster. Luffy alone, without the help of his devil fruit, is such a monster. His skinny little arms are really a deception; he has been shown lifting huge boulders, shoving apart buildings and overwelming opponents far larger in size than himself by brute force. On top of being extremely strong, he also has an insane stamina that is fueled by his limitless resolve. He has been shown picking himself up after numerous near-death encounters and throwing himself back into the fray, rarely ever stopping to rest unless he feels the urge to eat. Even at the brink of death, Luffy is very able to ignore his own pain and will his body into moving forward.
‣ FIGHTING ABILITY. As if his physical power was not enough, Luffy is an exceptional fighter. What he lacks in, uh, all kinds of 'smarts', he makes up in fighting instinct. He might even be a genius when it comes to fighting, because he's very able to make up strong new attacks in the spur of the moment. He learns fast, able to understand an opponent's fighting style from observation and pick out a weakness in their technique, then implement his countermeasure. He also picks new styles up very quickly, having invented a brand new style of fighting (his two 'Gears') in only under an hour. His fighting style is very largely based on trial-and-error, because he often tries everything he can think of until he lands with something successful.
‣ DEVIL FRUIT. Devil Fruits are mysterious fruits found on the Grand Line that grant a person supernatural power at the expense of their ability to swim. When Luffy was a child, he accidentally ate the Gomu-Gomu Fruit, turning his body into rubber. His ability enables him two things: the ability to stretch any part of his body, and immunity over blunt injury. Over the years, Luffy has honed his ability and thought up many offensive and defensive ways to use it. For example: If he wishes to bounce back a cannonball, he will use a 'Gomu Gomu no Balloon' and inflate himself, using himself as a shield. A lot of his moves are named after what he thinks they resemble, and as for how many he has - there are far too many to count.
Furthermore, he seems to have invented a way to bring his regular techniques to the next level. These are his 'Gears'. In Gear Second, Luffy increases his blood-flow by pumping the blood in one specific area of his body. This is a technique only his rubber body can withstand, because he pumps it at a rate that would rip apart the blood vessels of a regular human. In this state, he gains the ability to move at speeds too quick for the eye to follow, increasing his offensive power. In Gear Third, Luffy inflates the bones in one specific area of his body to humongous proportions, giving him power that is comparable to a giant's. With this ability, his punches gain more surface area and strength, and he is able to crush large objects or opponents far larger than himself.
As mentioned before, the main weakness that plagues Devil Fruit users is their inability to tolerate any contact with the sea. This includes large bodies of water - fresh water included - and anything that is made out of Seastone, a special material that emits a wavelength similar to that of the sea. If fully submerged underwater, Luffy will weaken to the point of immobility and, if not saved in time, surely drown. How much he is weakened is proportional to how much of the sea he is in contact with, so only being partially submerged should drain him of his strength but prove no immediate threat to his life.
‣ HAKI. Haki is a 'sense' - just like our five senses - that is present in everyone, and usually requires training to awaken. There are three kinds of haki, and after the timeskip, Luffy can use all three. Observation Haki is the ability to sense the presence of others, and predict - to an extent - their movements before they make them. Armament Haki is the ability to harden up the body with an invisible force. It also gives him the ability to touch the physical bodies of Logia users, who are usually intangible and would be unbeatable otherwise. He uses this haki to enhance his existing techniques by hardening up his fists before his attack. Conqueror's Haki is the power of intimidation. With this power, he can dominate the wills of animals and those of weaker will, and knock them unconscious without a single touch. It is a rare form of haki that only a few people carry, and the only one that Luffy had awakened on his own.
‣ MISCELLANEOUS.
-Luffy has an acquired immunity to all types of poisons as a result of his near-death encounter with Magellan.
-He has an iron stomach, and he almost never gets sick from the things he eats. This includes fish bones and wild mushrooms, by the way. He also has an abnormally-strong jaw power from his barbaric eating habits. He has been seen biting through metal chains, and gnawing at iron bars. Getting bitten by Luffy is not a fun thing at all.
-He has a belief that he heals faster or regains strength from eating, and whether completely true or not is unclear, but he has managed to pick himself up from the brink of exhaustion after inhaling a good meal.
-For some reason, he can sing enka. Other than that, he really has no talents.

✖ PERSONALITY:
Monkey D. Luffy is not your conventional pirate. The first picture that comes to mind when most people hear the word 'pirate' is that of a person who ambushes, pillages and kills. A person of remarkable callousness, who cuts down anyone who does not bend to their will and always leaves a trail of blood in their wake. Indeed, a lot of pirates in the world of One Piece are exactly as I described. Luffy, however, is quite a notable exception.
If one were to describe him, he is more comparable to an excitable child than a fearsome pirate. He is upbeat and cheerful, often found playing on deck with the biggest, toothiest grin hanging off his face. He is loud and enthusiastic, with the times he's thrown his arms in the air to make a hearty exclamation. He is easy-going and carefree, with the times he's managed to laugh despite staring danger in the face. All in all, he does not act like how most people perceive pirates to be, and before he gained a notoriety of his own, it was shocking to learn that he was a pirate at all.
Luffy is a guy ... most people (his own crew, included) would describe as an 'idiot'. His mind works in a very simple, clear-cut way, and it wouldn't be wrong to say he rarely does any thinking at all. (Actually, thinking too hard has been shown to be physically painful for him.) There are reasons behind this very unflattering impression that most people he meet end up having of him: Firstly, he is highly impulsive. When he identifies a task at hand, his immediate reaction is to take action -- never pondering the consequences, the dangers or the complete senselessness of his decisions. This trait of his is shown over and over again with the many times he's charged right into a fight or hopped onto an unknown and most-likely dangerous island. It's arguable that most of his decisions are made with no consideration at all, and he only seems to stop and attempt to think when there's no one around to help him, and he has no other choice. Luffy seems well-aware of his rash nature, stating once that he quite enjoys "fighting with no plans". What he does is trust in his crew to map out the nitty-gritty for him. Secondly, lacking a formal education, there are a lot of things in the world that Luffy is ignorant about. He's never went to school and has absolutely no interest in picking up books; what he knows about the world is usually based on his own little warped interpretations of what he's seen. (For example: He's somehow got it in his head that his 'kintama', a Japanese slang for a man's testicles that means 'balls of gold', truly are ...what they literally mean they are.) Also, when faced with long, drawn-out explanations on how things work, he seems to give up on understanding them fairly quick, often getting distracted by something else or dismissing the entire phenomenon as a 'mystery'.
His simple nature, though often a source of headache for his crew, seems to have a part in what has made him successful as a captain so far. Amid chaotic and tumultuous times, the one who will always have the most clarity - always know what their goal is and be ready to take action - is Luffy. He seems to simplify every dangerous situation into one task: Send the bastard responsible flying with a punch, and everything will soon be over. Thus, when thrust into battle, his first instinct is to look for the big shot behind it all; this is his way of solving a problem at its core, and removing a potential threat before they can do real damage to anyone he loves. (All the other, tinier problems he's very sure his crew can handle.) This one-track approach he takes to most things gives him an unwavering sense of purpose, and honestly - he becomes very dependable.
A simple mind is often coupled with an honest disposition. With Luffy, what you see is exactly what you get. He's a person who speaks his mind, and this can be taken in the most literal sense because he does, in fact, voice out every single thing he is thinking. Terribly blunt to the point of being downright rude at times, I could give you a laundry list of people he's pissed off completely unintentionally. He simply has no filter, and doesn't see the need for one. Who he's talking to - what difference in power or social hierarchy stand between them and himself - doesn't matter to him. If it's how he feels, he simply says it; king, yonkou or shichibukai be damned. It's true that he is honest to a fault, but that doesn't mean he sees himself above lying or is making any effort to uphold this good behavior. He will try if need arises, and it's there we learn that he's just atrociously bad at it.
As you have probably realised, Luffy is a guy who cannot be tamed. One of the things he disdains most is following a path he did not choose himself. A lot of his actions indicate a desire to live freely on the sea, never having to answer to anyone or hold himself back in any way. A good example would be the many times he's outright rejected an offer to join someone else's crew, even when to his benefit or at the expense of his life. He sees himself as captain, the one who makes all the big decisions, and there's simply no other post he would be comfortable in. There are other times he's outright rejected a path set out for him by someone else. The main example that comes to mind is that time he smashed the Eternal Log Pose that Robin - who was sort of an 'enemy' at that time - had given to him. That log pose would have led him straight to where he needed to go, bypassing the many other islands they would have to stop by first when using a regular log pose. A log pose cannot lie, and it honestly did not seem like some kind of trick (We learn later on that Robin had never intended to help Crocodile see his plans to fruition.), so accepting her help would actually be to their advantage. Still, he refused, because he hated the idea of having someone he did not know decide his path for him. The only times he does listen are when his friends have expert input to give, a sincere request of him or when Nami is threatening physical harm. (And the latter: Not always.)
Luffy is a person who takes most things in a carefree manner. Even in the most dire of situations, he still has it in him to joke around and play. One good example would be when they were entering Thriller Bark to look for three of their crewmates who had most likely been captured. Despite the fact that it should be a serious situation, Luffy still acted the same way he always did: He gawked at the zombies he saw, attempted to tame one of the beasts he encountered, attempted to enlist one in his crew and sang cheerfully about the kind of fun he expects to have. It isn't that he doesn't care; he's just optimistic that nothing had happened to them, and he has full confidence in his ability to pummel down the one responsible. To him, there's simply nothing to worry about. This is his assessment of most dangerous situations he comes across, and that is why he's always so cheerful despite them. Luffy has been known to talk about past situations in a very light-hearted manner as well, especially when they pertain to his own close shaves with death. (And he has many. Many.) One example of this would be the times he's laughed after barely climbing out with his life, exclaiming a cheerful "I almost died!". Another would be the casual way he talks about his encounter with Magellan, who had poisoned him to the point of near-blindness. That was no doubt excruciatingly painful, and the hormones he took to rebuild his body were even worse. However, to Luffy, that's just another memory to live with, and he's even glad he gained a higher immunity to poisons as a result. When Luffy does stay serious, the situation must be heavy. He did not play around or smile much at all when Usopp had left the crew, for example. In fact, right after, he was shown to be uncharacteristically quiet and solemn, telling Nami that "what's done is done". No doubt, it weighed heavy on his heart, and he was more focused for the rest of the arc as a result.
Luffy is, at his core, a very kind person. Though he and the strawhats always do things with their own self-interests as a top priority, if Luffy had to pick between saving a life or leaving it to die, he always picks the former. Naturally, he extends this to the ones he already deems 'friends', but what is exceptionally unconventional of him as a pirate is the fact that he frequently helps complete strangers and the people who have only given him trouble. What is even more unconventional of him is the fact that he has helped marines in the past -- despite knowing it is their job to capture him. One good example is that time in Alabasta where he orders Zoro to save a drowning Smoker, even if all Smoker had done so far was pursue him from island to island. He knew very well that Smoker could have attacked him right after; there was nothing to be gained out of helping him. Luffy still did, however, simply because it was what he felt like doing. Another example would be the time in Drum Kingdom where he saved a Lapahn that was trying to kill him only minutes before. Simply put, he does not discriminate when it comes to who he lends a hand to -- a lot of the things he does are completely on whim, and this is no exception.
There are several things that Luffy treasures more than anything else in the world.
Firstly, sitting at the very top, he treasures his friends. The moment Luffy decides that someone is good and deems them a friend, he will go against any odds to help them if they are in danger. Even if that person is someone he's only met earlier that day, he will - without a moment's hesitation - show his wrath to anyone who hurts them or stomps on what they believe in. This has been illustrated many, many times. For example, upon seeing Hachi be shot and treated as less than human by Saint Charloss, a Tenryuubito, Luffy did the one thing no other pirate would be reckless enough to do: Punch Saint Charloss in the face. The Tenryuubito are a breed of people highly protected by the World Government, and hurting any single one was a crime on such a large scale it warranted the intervention of a Marine Admiral. Luffy had essentially challenged the highest powers of the world, and all this was done for a person he had only befriended a day or two ago - a person who was an enemy before. Furthermore, Luffy needs no justification to help someone he deems a 'friend'. He never listens to their history or reasons for doing what they do. (He falls asleep, actually.) The moment he has decided that they are his friend, he will take action no matter what. This is the thoughtless extent he would go to for anyone he cares for.
His love for his friends is closely tied with how he thinks a captain should behave. While some other pirates believe that a captain is simply the commander of his crew, Luffy thinks a captain is the one responsible for all their lives. He takes it upon himself to grow stronger than any foe he comes across precisely because he understands that if he can't make the cut, people will die. This was something he always knew, but the death of his brother Ace was a cruel reminder that spurred him on to do that two years of training. To Luffy, 'protecting everyone' is his job as captain, and this desire of his explains why he always goes after the most strongest enemy when they are thrust into battle. (If he cannot get to them first, what will they do to his friends?) Losing the people he love seems to have a devastating effect on him. As a child, he has once stated that 'being alone hurts more than pain', and it still appears to be true for him, because when he lost Ace he went on a rampage and destroyed his already wounded body in grieving. He had lost his spirit, and the only thing that helped him pick himself up was remembering the friends he did still have. Simply put, Luffy would lay down his life for any of his friends without a moment's hesitation, and this trait of his is what has earned him so much respect among the people he knows.
Secondly, the straw hat that he wears is something extremely important to him. At first glance, it looks very old and plain. It's just a simple hat that wouldn't fetch more than a few berris if sold, after all. Despite that, Luffy almost always keeps it on his body, only passing it to someone else when he knows he's going to be in a dangerous situation. He protects it deeply, showing his fury to anyone who dares tear it up. He safe-keeps all the other things he doesn't want to lose inside its cloth, because to him that is the safest place on his body. What it doesn't have in monetary value, it clearly does in sentimental. This hat was given to him by his childhood idol Shanks, who had saved his life and sparked his interest in piracy in the first place. Charmed by a eight-year old Luffy's ambition to be Pirate King, Shanks lent him the hat for safekeeping, making him promise to return it when he had become a 'great pirate'. This was Shank's way of encouraging him to chase that dream, and immediately, Luffy knew exactly what he intended to do with his life. The hat can be thought of as a symbol of his will to keep adventuring forward, because the only instance he retired it for an extended time was when he put his journey on 'hold' for a period of training.
Lastly, and something that does not seem to belong with the other two at all, Luffy treasures food. If there's anything he can't lose in, it's eating. He has a terrifying, monstrous appetite, and very frequently gorges himself to the point of physically expanding (made possible by his rubber body, okay). The most terrifying thing is that he eats anything - from dragons to sea monsters to the mushrooms growing at the side of his boat - with the exception of humans and the animals he's befriended. (The latter - he sometimes expresses interest in, but practices control.) It's possible that he categorizes all animals as food, from the way he's once dismissed Usopp's argument on whether a bananadile was a banana or a crocodile with "What does it matter? They're both food." The thing he loves above all else is meat. Almost as often as Luffy is seen with his hat, he can be seen with an oversized drumstick of meat strapped to his back or stuffing slabs of meat into the pockets of his pants. He seems to take an odd kind of pride in meat, once scolding Keimi for putting shellfish in the same category. He also seems to believe it has healing properties because he almost always dismisses his own injuries as something that will heal if he eats (for his bizarre physiology, it actually appears to be true). There is only one time Luffy has needed someone else to prompt him to eat, and that was shortly after Ace died, when he was slowly regaining his spirit.
Though he may not look like the type, Luffy chooses his battles. He is very clearly decided on what kind of battles he wants to fight, and what kind he doesn't. If someone were to spontaneously raise their hand against him, hurt anyone he cares for or challenge him to a duel, he will eagerly step up to task. However, if someone were beating him up with the intention to humiliate, Luffy ... doesn't do a thing in response. This is something he learned while watching Shanks: Some battles simply aren't worth the time. He sees nothing to be gained by fighting for the sake of saving face, or fighting someone who's trying to spit on his pride; that kind of fight, to him, is something meaningless. There are other instances he does not fight back despite being attacked. When a misunderstanding is what instigates the fight, such as when the Galley-La company ambushed him on suspicion that he had shot Iceburg, he goes on the defensive and tries to evade instead. This is because he does not want the hurt the other party, whom he has no reason to see as enemies. Also, when there is a greater purpose far bigger than petty fighting, Luffy is very able to lower his hand (and even his head). This is something he learned from Vivi: to realise what's best for his crew as a whole, and humble himself for everyone else's sake.
The main driving force propelling Luffy forward is his dream: To become the King of the Pirates. What, exactly, does that mean? The title of 'Pirate King' is more based on widespread fame than a formal title bestowed upon someone by a government power. Though he is called a 'king', he does not actually rule over anything, and has no officially-recognized command over any nation. Even monetary gains are not a guarantee, because no one but the people on Roger's ship seem to know what the One Piece is, or if it even exists at all (and Luffy definitely doesn't). The reason Luffy is chasing a title quite so intangible is very simple: He believes that the 'Pirate King' is the freest man on the sea. It makes sense, in a way. Becoming Pirate King - conquering the entire Grand Line and earning that terrifying notoriety - would put him right at the pirate summit. He would essentially be the strongest man in the world, free to go wherever he wants because there is no one who can stop him. Plus, as attractive as the goal is, to Luffy, the process of getting there is just as attractive. He is a man who loves adventure. In every island they land on, the one tripping over himself to go out and explore is Luffy. The more dangerous it looks, the more exciting he actually finds it (much to the dismay of his crew). The promise of adventure is likely more important to him than the One Piece itself, because he's once scolded Usopp for asking Rayleigh about its whereabouts, and heatedly threatened to quit the journey altogether if the answer were to be given to him on a platter that easily. It would just be, in his words, a 'boring adventure'.
